Most fuel efficient should be at 75% of WOT, which should put you between 3200 and 3400 RPM.

I owned a 1997 31 Open w/454 FI Crusaders and agree best running RPM is 3200-3400. At 3200 I ran @ 23 knots burning approx 32GPH.....

My 99 31 runs ideal at 3300 doing 21k knots. Fuel burn is about 30gph

my 98 31 runs best at 3400 and burns 28gph on the river and 32gph in open water

Here is a link to a fuel consumption graph with speed/gph/mpg/rpm.
It is for a 3100 offshore but it is great info.
