For the 3100 Open, what cruising speeds can be expected for "no wake" zones, and what is the approximate rpms at that speed?

Not sure I'm following your question. You mention both cruise and no wake together. No wake is just that, not making any waves or creating a wake.
I need to stay at or just above idle speed to maintain no wake. That's regardless if im in my old 24' Baha or my current 36' Open.

I am new to powerboats, so my apologies if I am not using the correct terminology. On my sailboat, I can travel through no wake zones (up long rivers) up to 7 knots without creating a wake. is it possible to travel that speed, or faster on a Tiara 3100 (or any powerboat if they are similar)?

No apologies necessary. As a long term power boater, I wouldn't have considered 7 knots cruising speed!
I go about 4 to 5 knots in our no wake zones and stay under 1000 rpm. If I'm pushing it, I'll put my trim tabs down to lift the stern and give it a little more throttle and maybe make 6 knots....but that's pushing it.

7 knots will result in a ticket on the Grand River in Grand Haven, MI if the sheriff is nearby or if the USCG is feeling inclined to practice boardings. 4-5 knots should be safe in that 31.

Technically, there are two types of No Wake zones. Slow speed and Idle speed. A slow speed would be determined by the actual wake produced. The bigger hulls can go a little faster and not produce a wake.
And Idle Speed is exactly that. Idle Speed. It isn't judged by mph.
At least that is how I have always been told by leo's in Florida.
