Rudder Setup - Inboards - Rotor - 10-26-2019

The owner's manual for my 3600 indicates the rudders are to be toed outboard 2 degrees.  The drawing is attached.  This seems contrary to everything I know about setting up rudders since the wheels rotate outboard on this boat.  I can see the 12 degree offset to set up the Ackerman angles and it appears the tiller arms are cut with the offset key placement, not the rudder shaft.

Is this correct and typical for a Tiara?  Can you explain why they toe would be outward?

EDIT: Am I looking at toe in incorrectly? Is it as depicted and relative to the front or leading edge of the rudders and as such the trailing edges would be outward from center line?

Thanks!

I read this the same way. 55.5" length between heim joint centers for a 2 degree tow out. Not sure why the toe is set that far out but if that came from Tiara I would go by it.

My understanding, toe is read from the leading edge of the rudder so the diagram is correct

I had mine set like that but when I unhooked the slave rudder at speed it wanted to straighten out so I ended up running them pretty much dead straight no toe in or out. The rudders actually wanted to run with toe in at the trailing edge but I ran out of tie bar length. I also have lengthened my rudders by several inches so that may have played into that occurring.
