Assuming batteries are now fully charged and holding voltage, I suggest disconnecting (or turning off battery selector) for a few minutes and then reconnecting.  This should "reset" all systems and may correct your issue.  Make sure both house and starting batteries are off or disconnected as either could be feeding different portions of the network.  Hope this helps.

Batteries new, tried shutting power down fpr 30 minutes but did not help

OK, new batteries but what voltage do you have at terminals?  You should have a resting voltage above 12.6 volts.  Test after battery chargers have been off and the "surface charge" of the batteries has dissipated.  Turn off chargers and run something to "tax" the battery for a couple minutes before testing voltage.
Are you not seeing displays on Vessel View and dash gauges?  If so, it is likely the engine ECM feeds that are missing but I would think that the ECM should reset with batteries off for a period of time.

Have you tested the battery cables. A friend of mine had the cables get corrosion internally and they we only giving about 10 volts
