Tiara Open 1996 3300 Open bilge float switch wiring

My aft and middle bilge pumps don't seem to work except for when switched on at the helm.  I tested the aft float and it's toast so I bought a new one.  I did a continuity check on that float and it checks out so I know it's ready to wire in.  However, I can't seem to get any voltage from the two black wires coming to the float in the same wire loom as the brown and black wires which are coming from the helm switch.  I understand from the owner's manual that there is supposed to be a 15A in-line fuse on a 14 gauge brown / red wire coming from the port side battery switch.  The image in the owner's manual showing the battery switch and fuse looks nothing like what I've seen inside my boat.  Attached is the image from the owners manual, the image of my battery switches, and the wiring diagram.  Could it be that the previous owners had the electrical system replaced with something different?  Or am I looking in the wrong spot?  Or something else?

The manuals seem to be generic to the boats and aren't always as accurate as you would like. On top of that people rewire and bypass stuff. The wiring goin ? Through your float should run from the batteries and then to the wire going from the switch to the pump. Figure which one goes to the pump and then start trading the other backwards to the battery. I would bet someone rewired it. Possibly even direct off the positive terminal of the battery

I totally get the wiring diagram and how it "should' be wired. But when testing the wiring there is no voltage coming from the auto wiring. The surveyor stated the float wasn't working either so obviously I'm trying to get a new float in there. And I want it to be powered from the opposite set of batteries as the manual switch...keeping things fail-safe. To track the wires back is nearly impossible because everything is withing looms. Kind of curious if my wiring has been updated from OE.

You do not want to cross battery banks. If you feed the float switch from one bank and the manual switch from another bank, when both switches are closed at the same time you will be paralleling the batteries through the pump wiring.
