[Tiara Open] pulleys

I installed impellers on crusader 5.7 on a 29 open.   I took off pulley before installing impeller.   to reinstall pully to raw water pump do I have to torque down?  fi so what torque is used.  I was told I should to ensure pulley is tight and even.
