I have a 1986 31" Open and have the same thing. I cleaned and painted my engine room and it's perfectly clean when I leave. There seems to be a small secret bilge just in front of the bulkhead that seem to drain nasty, scummy, dirt water
through the inboard stringers, if that makes sense.

Driving me nutty!

when you say a weeping thru hull what exactly do you mean? there are the 2 main thru hulls right there by where the leaking is coming from? is there anyway to check that?
