I own a 2003 38 Open w/Cummins 450 hp diesels and the A/C strainer & through hull valve is under the aft fish well (the big one) just about mid ship near the stern. Surprised yours is located where you indicated but Tiara must have moved the location for 2003 or because I have Cummins and you have Cats.  Hope this helps
