On my previous 03 35 Open, the Charles-C Charger (alternator regulators) was located in the engine compartment - there is no switch to turn them on/off as they are controlled by ignition.
The "battery charger" on the AC panel in the cabin is for the normal battery charger when the shore connection is connected. On my 35 Open, this charger was located underneath the AC panel in the compartment where the water heater is (accessible by removing the wood panel behind the dinette seating).
You need to make sure you have the correct shower power connecting breaker on to run this charger - it was SHORE POWER 1 on my boat. You will likely hear the small fan turn on and see the DC voltage gauges go up when it is powered up.
