Ok, the head should be on the whole time. That pump you hear is the vaccum pump trying to build pressure. You have a pressure leak somewhere.
And fluilds should not leak out of the bowl. There is a gasket inside the big clamp that looks like a radiator hose clamp.
You need to get a kit like this for your head and do some maintenance.
