I have run across this before. The Builders Certificate is issued to the original owner and in theory should have transferred each time the vessel is sold. Is the current owner the original owner? The original selling dealer may have a copy if they keep good records and you can track them down. I'm not sure Tiara keeps copies one the document is transferred to the owner. I'm surprised Tiara is not responding to you. I would call and ask for Customer Service.
