Hi,
On my 3300 the pump is located under the stairs going up to the helm. I don't use mine but don't think it cycles, I think it is either on or off. There is a breaker on the breaker panel and a switch for it in the head.
I would take a meter and check the breaker, the switch and the pump to see where the fault is.
There is also a mid-ship bilge in the same area as the sump pump. May want to check that too while you are at it.
