With an AMP meter you could see if the slower actuator is drawing more amperage during the down cycle. This would indicate the actuator to look at further. The slower actuator is usually suspect. Not knowing your mechanical skills, you may need to contact a service technician. It could be as simple as, lubrication or as involved as replacement.
