Yes.. The heating element is also called a cal-rod heater...Good idea WRT to turning on/off the circuit switch to see if the volt gauge moved.... A better test would be to use a multi-meter at the cal-rod (heating element) leads on the hot water heater itself to see if 110v is there. If it shows 110v then I agree the heating element (cal-rod) may need to be changed.. Make sure the red over-temp button hasn't tripped. Hard to tell just push it in the ensure its working correctly...
