it seems it might be a little sluggish. Where to start first? Fluid in the little fill hole? What kind? Seastar?? TIA.

Yes seastar fluid some use atf in a pinch. top it off and spin the wheel lock to lock several times top off again.

Check the rudder tie bar as well. Heim joints/ rod ends can loosen up resulting in loss of responsiveness and trouble holding a straight course.

My rod ends have no grease fittings or set screw, just a nut that locks the joint to the tie bar. There should be no play or movement of the tie bar. Stainless rod ends can be found online or thru Tiara. Tiara will also email you rudder alignment specification/diagram if you give them a call.
