have a 43 open,twin cats 3196 power,what fuel consumption should I be getting at cruise,at 1900 rpms?

My 43 was propped to hit about 2350 WOT and burned somewhere around 35 GPH at 1900. Cats prop demand chart for the E rated 3196 engine shows a fuel rate of 18GPH @1900 RPM and 20.5 GPH @ 2000 RPM.
