[Tiara Open] 1998 open. Wiper motor wires no 12v ???

My open has 3 wipers hence three windows.  All motors wipers etc have been removed and then I tested each set of 3 wires. Yellow, white, black at each location.   I’ve got port and center wiring working as desired with a constant 12v on one for the park position and when the switch is turned on it send power to the other wire to make the motor run.   Now on the starboard wiper wires I’ve got zilch zero on a
The white and yellow wires no matter the switch position.  The switch illuminates when switched on.  The circuit breaker does not seem popped out.   What would cause this condition?

If you have voltage out of the switch going into the wires, but no voltage on the other end of the wires, then there must be a break in the wire. The wires typically go through at least one connector on their way from the switch to the wiper motor, so the problem could be in the connector(s). The wires also take some sharp bends along the way so it is possible that one or more of the wires has been compromised.

But also consider that depending on how you measured the voltage, it might be the ground lead that is the problem. I would measure with the ground lead on the battery or at least a known good ground point.
