rusted plates in deck - how big of a problem?

    I was following another thread on bolting the aft seats down to the deck - mine were not bolted down when I bought the boat and once I took a closer look I realized why - the plates embedded in the deck are so corroded they are bulging and cracking the deck. Pics posted below...but the question is how big of a problem is this?  Is this likely to lead to water intrusion to the coring of the deck?  There are no "soft spots" that I can feel around them, but I suppose that doesn't mean a whole lot.  

I know this is a common problem - is it worth the cost to have them cut out?
