The cable should move the lever on top of the transmission. If you are looking at the shift lever and some moves the gear levers up top and nothing moves on the trans, I would start with the shift housing on the helm and start back from there.

You can shift manually with the lever to get you home but it could get dangerous around the dock.

Not planing to do any navigation with current condition.  I was Trying to ask if the level should move by hand.  It does not, which suggest to me major issue beyond the cable  :-(.  Bad transmission.
