Are you sure it is a leak from the tank and not from the pump/filter/supply hose?
Is the tank emptying into the bilge without the pump on, or is the pump cycling?
Did you check the pump fittings/filter elements to make sure it is not running down the tubes?
Did you check to see if the drain plug on the tank is loose or out?
Where is your tank and what material?
There are several posts on this topic on a 38 open in the forum.
