My guess is that the previous owner added fiberglass resin without glass to fill the crack. Is the boat in the water? If so, remove all the water from bilge and trace it to see if this is causing to leak through... If it does, I would try to put some 5200 in there to see if it would help but you should pull the boat out of water as soon as possible.
