Crusader 502XLI ECM Harness 10 Amp Circuit Breaker tripping

Is it the 10 amp fuel pump circuit breaker that is tripping?  I am having the same problem on my 1996 Tiara 3100 open with Crusader 454 XLi's.  I tested the fuel pump and it works fine.  The Fuel pump is supposed to draw less than 4.5 amps but if there is excessive resistance it could cause the amperage draw to exceed 10 amps and trip the breaker.  My next step is to test amperage draw of the fuel pump.  Anyone else have this problem?
