All aluminum needs a primer and I like the zinc chromate.  I don't have a radar arch but aluminum is aluminum. I can't imagine the work involved in removing the windshield frames just to paint them. And replacing them again and aligning the holes. WOW. Awlgrip is not very difficult to apply. Mask the area and cover the surroundings with drop cloths.
I have never had a headliner problem on a boat but on a car I poked holes in the liner and used a can of 3M spray adhesive with a long thin tip and it worked pretty well. Usually the foam backing on the headliner fails and that causes the sag.

I agree on your approach to the windscreen frame, a lot simpler to tape, treat and paint without removing the frames. Do you have a silicone sealant that you would recommend to re-caulk the frames after painting, something that matches or compliments the grey awlgrip. 

I am feeling better on possible solutions for the head liner after a night of research. The marina is re-bedding the cabin hatches, I have found several foam manufactures that could provide options to replace the foam backing:

Because of the properties stated above the neoprene seems a good choice. Available in cut sheets in different thickness, also one company offers choice of fabric finishes for each side (polyester, nylon, peel n stick, u loop for use with Velcro). Either select a fabric to under side that will give a finished look or cover with a cloth finish. 

Seems easy enough and straight forward to at least install the foam myself, maybe hire upholstery shop to install finished covering. 

Any thoughts on this approach?
