It sounds like the friction pads are not fully engaged, you can tell if the helm easily tilts back. If thats the case try using a little force to reengage them if that does not work try a little petroleum jelly wd-40 etc. on the pads. I usually have to forcefully push down on the forward edge of the helm to lock it in.
