Switchable only if you could replace the bulb, so, no they are not.

Lauderdale Speedo DOES NOT repair, they replace the 'guts' with those of an old unit on hand -if they have one , which they do not. Same with Nolan Speedo in Greensboro. It is a simple repair for a tech which apparently no one wishes to do any more.
You need to Google the vdo marine catalog and match them up then. My 1996 31 open had the VDO vanguard series with red and green LED back lighting no changeable bulb. I have a 3 position rocker switch for the dash red - off - green lighting from the factory. I have had little luck finding any for replacement. I had the port fuel gauge rebuilt last winter.

I purchase replacement voltmeters for my 2003 Tiara Open from eGauges.com..... Part number: VDO 12 V Voltmeters (A2C53191766-S)... There almost an exact replacement for the original gauges. Believe they are the same as what you have in your boat.... Take a look....
At VDO's recommendation I purchased these. They require a different mounting bracket, wiring and plug. Not exactly a snap in replacement. Turns a snap in replacement into a refitting job. Apparently 2001 was the last year they used the Vanguard line of gauges. Thanks for the help, the hunt continues....

Won the lottery! I found an electronic tech who agreed to look at the voltmeter. Fixed it in 15 minutes. Popped it back in, it works! Life is again good.
