On my 33’ Open I have play in my port rudder. I’m assuming the arm has wear or the pin. When removing the cotter pin from the pin it will not move. Tired some penetrating fluid and light tap of hammer. Anyone know if this pin is press in?picture was before removing cotter pin

By chance I too removed mine this past weekend on a 1988 3100 and once the cotter pin was removed a light tap of the hammer from the bottom loosened it enough to pull it out. It is not press fit, and must be able to rotate on the shaft or it would not be able to steer. I reinstalled by pushing it in by hand and then a new cotter pin.
Here is a pic (not the best) of the tie bar with the pin removed. Looks very similar to yours, other than my cotter pin was on the bottom so I tapped it up with hammer to remove.
