Hey all! New owner of a ‘99 4000 here. We’re coming from a 1968 Chris Craft, so this is like moving into a space station for us. I’ve got one question at this point...the power helm seat isn’t working. The previous owner says it was working at the end of last season (boat has sat since recommissioning). I see a fuse on the panel at the helm. If it’s just a blown fuse, do I remove that rubber boot for the one labeled for the seat and replace it, or is there something else I’m missing??

That is a resetable breaker. If it is tripped it will be sticking out. If sticking out push it back in and see if the seat works. If it isn't sticking out then its not tripped and there is probably a connection issue somewhere.
First make sure you have power at the breaker and start tracing it from there. Power should flow from the breaker to the switch to the seat motor. If it is getting all the way to the seat motor, then it needs replaced.
The rails on the travel mechanism are subject to corrosion. If your problem turns out not to be electrical, look to see if excessive corrosion is causing the motion to bind up. This is especially a problem if the seat has not been regularly repositioned.
