It sounds like the intake is blocked or the impeller has spun from the shaft. If it is plugged up and blocked, you may be able to just clean it out. If the impeller spun, then you will have to replace the pump.
I have never had to replace this pump, but I have had several clients that had to get into this sump and no good words where ever spoke about dealing with the location of this sump.
If you are really mechanically inclined and have the tools, I would give it a try. Otherwise, hire a qualified technition to handle it.
