Chipping and flaking can be the result of too much buildup or incompatible paints. Not really a problem except possibly scrubbing off a little speed. Resale may also take a hit which is something to consider. If you do proceed you may want to look at ferrule blasting as it is much cleaner and easier on the bottom. Stripping the bottom is often expensive work especially if blisters need to be addressed.

I would be more concerned if there is evidence of electrolysis and would address that before blasting the bottom. Electrolysis can quickly destroy underwater hardware, fuel tanks, running gear etc. if you think you have an electrolysis issue (or galvanic for that matter) you should have a professional look into it asap.
