Not sure what tank your 1999 40 Express is connected to but on my 2003 38 Open its connected to the Starboard Tank. You should be able to see which by looking at the top of each tank as each hose is marked. Should see markings like port & Starboard engine supply, port & starboard return, and Generator supply... WRT to re-priming the fuel system on my Onan 9 KW generator the start/stop switch is also used to prime the fuel system. Press the start/stop switch to the STOP position and hold. A yellow light in switch itself will start to blink. Hold for 30-60 seconds and the yellow light should blink faster and faster then go solid.... M2C
