The pump cycling is to to a vacuum leak. The pump does not create pressure. It creates vacuum. There is a leak somewhere in the system or a bad vacuum pressure switch. A common problem is the duckbill valves, which are one way rubber valves on either side of the pump.

Agree w/Gmahnna, most likely a vacuum leak at the "duckbills". Believe you need 4 (2 each side of vacuum generator). I attached a parts list for my system but most likely they use the same duck bills (part #14). M2C
Does you toilet hold water in the bowl? I recently had to replace the bowl.seal as it would leak the water into the vacuum system and once dry they don't seal and the pump would cycle on all the time.
