I would look for a bad negative connection at the tank . The black wire, not the green one. It is probably daisy chained to the the second tank. The green wire is for bonding and no circuit current should ever flow in it. A second common point would be +12 volts at the dash but I would expect other problems also if it were bad.

Thank you very much. I'll check the connection today. I don't understand your comment about +12 volts at the dash, but hopefully the connection is the issue.

+12 volts turns on at your instrument cluster when the key is in the START / RUN positions. It feeds all the instruments, not just the fuel gauges so I doubt the problem is at the dash or you would see other problems.
