If I had a shaft that was stiff to turn while the boat was afloat and in neutral, the first thing I would check is the alignment. Seems a pretty far jump to assume the transmission is going bad. Those things are usually good to 3000 hours before needing an overhaul unless someone ran it dry or otherwise did some damage.
